FAQs

What is Measure I?

Measure I is a local school bond measure on the November 3, 2026 ballot seeking voter authorization to continue locally controlled funding to repair and upgrade Hemet USD school facilities. Passage of Measure I extends the authorization approved by voters in 2018 for this work, keeping the tax rate FLAT. Measure I needs 55% support to pass.

Why is Measure I on the ballot?

While some Hemet schools have been upgraded thanks to generous past support from our community, others still need repairs and upgrades. Last year, 108 HUSD classrooms had leaky roofs. Some schools have aging AC units and limited shade structures to protect against extreme heat. Measure I provides a prudent plan to address these and other vital needs—WITHOUT raising tax rates. No other funding is available to meet these needs.

What will the money be used for?

  • Installing AC units and shade structures, protecting students from extreme heat.
  • Renovating older schools to meet current safety codes and upgrade access for students with disabilities.
  • Upgrading classrooms for modern science, math, engineering, technology, and career training in skilled trades and public safety.
  • Repairing/Replacing deteriorating roofs, plumbing, gas, sewer, and electrical systems.
  • Improving student safety/security across HUSD.

What is the actual question that voters will be asked to decide in November?

“To repair and upgrade aging classrooms, science labs, career technology and school facilities to support college/career readiness in math, science, technology, arts, engineering, skilled trades; fix deteriorating roofs, plumbing, electrical systems; and improve school safety, security, air conditioning systems; shall Hemet Unified School District’s no-tax-rate-increase measure be adopted authorizing $225,000,000 in bonds at legal rates, levying approximately $50 per $100,000 assessed value ($16,000,000 annually) while bonds are outstanding, with citizen oversight and independent audits?”

Will passage of Measure I improve instruction?

YES. Safe, modern school facilities are essential to improving the quality of education in Hemet USD schools. Experts confirm that students and teachers perform best in safe, modern schools. As school facilities are improved, teaching, learning, and our local quality of education will benefit.

How much will Measure I cost?

Measure I will NOT raise your tax rate. The great thing about Measure I is that it extends the District’s bond authority WITHOUT increasing the tax rate that voters authorized in previous elections. If approved by voters, Measure I will authorize $225 million in general obligation bonds, continuing (NOT increasing) the current estimated tax rate of $50 per $100,000 of assessed valuation on local HUSD properties. (Note: the assessed valuation refers to taxable value, not the market value of your property. The taxable value of your home or business will depend on when you purchased it.)

Will businesses share in the cost of Measure I?

Yes, both commercial and residential property owners will be subject to the same rate.

Doesn’t HUSD have a facilities budget or get State funds to cover these kinds of expenses?

HUSD’s dedicated maintenance and operations staff work hard to keep Hemet schools safe and well maintained. However, the current list of HUSD facility needs far exceeds the District’s state-allocated budget for facilities maintenance. Meanwhile, to access State funding for facilities, school districts MUST generate local matching funds by passing a school bond measure. In fact, passing a local bond is the ONLY way to qualify for additional state facilities funding if and when it becomes available. No other funding is available for the major facility upgrades that Hemet schools need.

I don’t have children or they are grown and gone. Why should I vote yes?

Good schools are the foundation of any healthy, thriving community. Good schools make our neighborhoods desirable places to live and help maintain and protect our property values. Studies show that home resale values benefit as neighborhood schools are improved.

How can the community be assured that bond money will be spent properly?

Measure I includes these STRICT accountability and taxpayer protections:

  • By law, ALL Measure I funds stay local for Hemet USD school facilities improvements.
  • The State CANNOT take Measure I funding away or use it for other purposes.
  • Measure I MANDATES annual independent financial and performance audits.
  • No funds can be spent on administrator salaries, benefits or pensions.
  • A volunteer Citizens Bond Oversight Committee is REQUIRED.
  • The official ballot language approved by voters keeps the tax rate FLAT.
